  • Council Meeting Minutes May 10, 2011

    EUNICE, LOUISIANA

    MAY 10, 2011

     

    THE MAYOR AND BOARD OF ALDERMEN AND ALDERWOMAN, THE GOVERNING AUTHORITY OF THE CITY OF EUNICE, PARISH OF ST. LANDRY/ACADIA, STATE OF LOUISIANA, met in regular session on Tuesday, May 10, 2011 at six-thirty (6:30) o’clock p.m., at their regular meeting place, the Eunice City Hall.

    There were present: Honorable Mayor Claud W. Moody, Jr., Alderman at Large Jack Burson, Alderman Roland Miller, Alderwoman Germaine Simpson, Alderman James Bergeron, Jr. and Alderman Scott Fontenot.

    It was announced that a quorum was present and ready to transact business.

    It was moved by Mr. Miller, seconded by Mr. Bergeron and carried to adopt the minutes of the April 12, 2011 regular council meeting as they have been printed and previously distributed to the Mayor and Council.

    Mayor Moody recognized members of the LSU Eunice Bengals Baseball team and their coach, Mr. Jeff Willis, who were the 2010 NJCAA National Baseball Champions.

    It was moved by Mr. Burson, seconded by Mr. Fontenot and carried to concurr with the recommendation of Fire Chief Wayne Lavergne and hire Mr. Benjamin Stelly as Fire Fighter with the Eunice Fire Department.

    Mayor Moody thanked the Eunice Rotary Club for purchasing playground equipment for the Recreation Complex.

    Mr. Jerry Gunstream with Community Development Inc. addressed the Board on plans to develop a senior apartment community on their property on Nile Street, location of the old Eunice Nursing Home. Mr. Gunstream told the Council that after a Public Hearing is held on the proposed development, he would ask the Board to submit a Letter of Support for the Summer Breeze senior apartment complex development.

    It was moved by Mr. Burson, seconded by Mr. Bergeron and carried to authorize the Mayor to sign a 99-year lease with Mrs. Ruth Manuel for city lake property.

    It was moved by Mr. Miller, seconded by Mr. Burson and carried to adopt the Ordinance establishing a four-way stop at the intersection of McKenzie Street and Yukon Avenue.

    It was moved by Mr. Miller, seconded by Mr. Burson and carried to adopt the Ordinance establishing a four-way stop at the intersection of Great Slave Street and Athabaska Avenue.

    It was moved by Mr. Fontenot, seconded by Mr. Burson and carried to table the Ordinance reducing the speed limit to 25 mph on North 8th Street from Laurel Avenue (Hwy. 190) to the northern corporate boundaries of the City of Eunice.

    It was moved by Mr. Miller, seconded by Mr. Burson and carried to adopt the Ordinance reducing the speed limit to 25 mph on North 2nd Street from its intersection with West Peach Avenue to the northern corporate boundaries of the City of Eunice.

    It was moved by Mr. Burson, seconded by Mr. Bergeron and carried to introduce for consideration an Ordinance to amend the City of Eunice fiscal budget for the year ending June 30, 2011.

    It was moved by Mr. Burdon, seconded by Mr. Bergeron and carried to introduce for consideration an Ordinance to adopt the proposed City of Eunice fiscal budget for the fiscal year July 1, 2011 to June 30, 2012.

    It was moved by Mr. Burdon, seconded by Mr. Bergeron and carried to adopt a Resolution requesting the secretary of the Department of Public Safety and Corrections to establish and collect a service fee of three dollars ($3.00) on all motor vehicle office transactions to be used to defray the cost of operations of the Eunice field office.

    It was moved by Mr. Fontenot, seconded by Mr. Burson and carried to authorize the Mayor to sign the Notice to Proceed to Prairie Contractors, Inc. for the project “City of Eunice Street Improvements” AEI (Acadian Engineers, Inc.) File No. 10-01C.

    It was moved by Mr. Burson, seconded by Mr. Bergeron and carried to grant the request for a Liquor License by Mr. Allen P. Martel, dba D’s Tavern & Pool Hall at 205 South 2nd Street, satisfied that he had completed all necessary documents for the City of Eunice and confirmation of a clear background check by Chief of Police Ronald Dies.

    It was moved by Mr. Miller, seconded by Mr. Burson and carried to declare as surplus twenty (20) iron boxes from the Police Department.

    Mr. Michael Robinson, attorney for Robbie’s Wrecker Service addressed the Council on issues: The City Attorney representing the Chief of Police in the issue of Robbie’s Wrecker Service being removed, by the Chief, from the Police Department’s wrecker rotation list; The Chief of Police’s hiring of a consultant for the Police Department; The Board of Alderman passing an Ordinance regulating the Eunice Police Department’s wrecker rotation list. No action was taken by the Board on any item raised by Mr. Robinson.

    Alderman Roland Miller gave an update on Charter Communication’s broadcasting of the Eunice Council Meetings, an update on development of a playground in Ward 1, in the northeast section of Eunice, and an update on the search for funding to asphalt remaining gravel roads in Eunice.

    Alderwoman Germaine Simpson gave an update on the improvements being done to the Southeast Park, asked citizens to be cautious of putting litter and debris in ditches which can keep water from draining from property and streets and discussed the problem of citizens tearing down structures and leaving the debris at the road, instead of renting dumpsters.

    Alderman Scott Fontenot gave on update on two properties on Shell Street that had been cleaned up and improved the area.

    Mayor Moody announced that each member of the Council received a copy of the monthly reports.

    It was moved by Mr. Bergeron, seconded by Mr. Miller and carried to adjourn.

    Eunice Courir De Mardi Gras 2012


    mg2011On Mardi Gras Day, which is always held the day before Ash Wednesday (usually February or March), Eunice holds a traditional Courir de Mardi Gras. They assemble at theNorthwest Community Center at 501 Samuel Drive starting at 6 a.m. with the Run leaving at 8 a.m. Costumed participants ride on horseback and on flatbeds through the countryside. They parade along Second Street through downtown Eunice starting about 3 p.m.
    The Eunice Courir de Mardi Gras dates back from when the town was first established in the late 19th century. The Courir was abandoned for a few years during World War II, but in 1946 a small band of riders revived the tradition. Today, the Eunice Courir de Mardi Gras has more than 1000 participants (Including both male and female) on the run and it continues to increase each year.
    Mardi Gras in rural Southwestern Louisiana draws on traditions that are centuries old. Revelers go from house to house begging to obtain the ingredients for a communal meal. They wear costumes that conceal their identity and that also parody the roles of those in authority. They escape from ordinary life partly through the alcohol many consume in their festive quest, but even more through the roles they portray. As they act out their parts in a wild, gaudy pageant, they are escaping from routine existence, freed from the restraints that confine them every other day in the year.
    In all of the Mardi Gras run of today, the capitaine maintains control over the Mardi Gras, as the riders are known. He issues instructions to the riders as they assemble early in the morning and then leads them on their run. When they arrive at a farm house, he obtains permission to enter private property, after which the riders may charge toward the house, where the Mardi Gras sing, dance, and beg until the owner offers them an ingredient for a gumbo. Often, the owner will throw a live chicken into the air that the Mardi Gras will chase, like football players trying to recover a fumble.
    In addition to the Mardi Gras on horseback, some ride on flatbed trailers pulled by trucks or tractors. By mid to late afternoon,mg2010a the Courir returns to town and parades down the main street on the way to the location where the evening gumbo will be prepared.

The Boucherie begins in front of City Hall at 10 a.m. Visitors can see and enjoy the products of a Cajun tradition that is still common at many family gatherings: a hog is slaughtered and then made into a variety of dishes: backbone stew, boudin, gratins (cracklings), and other delicacies. By 11:30, the first dishes are ready for tasting.

    Eunice Courir De Mardi Gras 2013


    mg2011On Mardi Gras Day, which is always held the day before Ash Wednesday (usually February or March), Eunice holds a traditional Courir de Mardi Gras. They assemble at theNorthwest Community Center at 501 Samuel Drive starting at 6 a.m. with the Run leaving at 8 a.m. Costumed participants ride on horseback and on flatbeds through the countryside. They parade along Second Street through downtown Eunice starting about 3 p.m.


    The Eunice Courir de Mardi Gras dates back from when the town was first established in the late 19th century. The Courir was abandoned for a few years during World War II, but in 1946 a small band of riders revived the tradition. Today, the Eunice Courir de Mardi Gras has more than 1000 participants (Including both male and female) on the run and it continues to increase each year.


    Mardi Gras in rural Southwestern Louisiana draws on traditions that are centuries old. Revelers go from house to house begging to obtain the ingredients for a communal meal. They wear costumes that conceal their identity and that also parody the roles of those in authority. They escape from ordinary life partly through the alcohol many consume in their festive quest, but even more through the roles they portray. As they act out their parts in a wild, gaudy pageant, they are escaping from routine existence, freed from the restraints that confine them every other day in the year.


    In all of the Mardi Gras run of today, the capitaine maintains control over the Mardi Gras, as the riders are known. He issues instructions to the riders as they assemble early in the morning and then leads them on their run. When they arrive at a farm house, he obtains permission to enter private property, after which the riders may charge toward the house, where the Mardi Gras sing, dance, and beg until the owner offers them an ingredient for a gumbo. Often, the owner will throw a live chicken into the air that the Mardi Gras will chase, like football players trying to recover a fumble.


    In addition to the Mardi Gras on horseback, some ride on flatbed trailers pulled by trucks or tractors. By mid to late afternoon,mg2010a the Courir returns to town and parades down the main street on the way to the location where the evening gumbo will be prepared.

Cajun French is the language of the show with enough English spoken so that everyone can enjoy this unique and one-of-a-kind experience. The show is family oriented.     The Eunice Main to Main Committee released a schedule of events for the yearly Main Street Event. Anyone wishing to set up an arts and crafts, food or collectibles booth should contact Joan McManus at City Hall at 457-6503 or drop by and pick up an application. Booth fees are $10 per day. A garage sale will be Saturday Nov. 12 and 19. For more information on the Garage Sale contact Pam Wood at 457-0607. The fee is $10.00. Old photos from the 20’s, 30’s, 40’s and 50’s will be displayed in downtown windows. If you have any you would like to lend, just bring them to City Hall to be enlarged.

    The home of the “Rendez-Vous des Cajuns” Radio Show, the Liberty Center for the Performing Arts, located at the corner of South 2nd Street and Park Avenue, is a 1924 vaudeville/movie house which was purchased by the City of Eunice and renovated through a community project. The theater is listed on theliberty drawing National Register of Historic Places and has been included in the Great American Movie Theaters Preservation Press Guide published by the Smithsonian. During its “hey-days” of the 1920’s and 30’s, personal appearances were made at the Liberty by Fattie Arbuckle, Tex Ritter, Jimmy Clanton, the Bowery Boys and Roy Rogers. Open on Saturdays, 4 PM to 7:30 PM.

    etouffee2009[LIST OF WINNERS posted below] The City of Eunice, Louisiana’s Prairie Cajun Capital, is in the heart of the top crawfish producing area in the United States. Blessed with this natural resource, the World Championship Crawfish Etouffee Cook-Off was started in 1986 to showcase our crawfish industry and local chefs.

    Held the last Sunday in March (this year, March 27, 2011) at the Northwest Pavilion, the World Championship Crawfish Etouffee Cook-off attracts locals and visitors who appreciate good cookin’!

    Teams compete to see who can cook the best crawfish etouffee (smothered crawfish). Celebrity and professional judges proclaim winners in three categories; Amateur, Professional and Club/Organization. Teams also vie for the Best Decorated booth and the entries for this category get more creative every year. Once the judges have their samples from the booths, the public can buy the crawfish etouffee directly from the participants. Participants can also cook and sell one other food items in addition to their crawfish etouffee.

    Beginning at 10 AM, bands perform for the listening and dancing pleasure of our visitors until 4 PM. Winners are announced from the music stage at 2:00 PM.

    28th ANNUAL WORLD'S CHAMPIONSHIP CRAWFISH ETOUFFEE COOK-OFF
    MARCH 24, 2013

    etouffee2009The City of Eunice, Louisiana’s Prairie Cajun Capital, is in the heart of the top crawfish producing area in the United States. Blessed with this natural resource, the World Championship Crawfish Etouffee Cook-Off was started in 1986 to showcase our crawfish industry and local chefs.

    Held the last Sunday in March (upcoming year, March 24, 2013) at the Northwest Pavilion, the World Championship Crawfish Etouffee Cook-off attracts locals and visitors who appreciate good cookin’!

    Teams compete to see who can cook the best crawfish etouffee (smothered crawfish). Celebrity and professional judges proclaim winners in three categories; Amateur, Professional and Club/Organization. Teams also vie for People's Choice and the Best Decorated booth --- the entries for this category get more creative every year. Once the judges have their samples from the booths, the public can buy the crawfish etouffee directly from the participants. Participants can also cook and sell one other food items in addition to their crawfish etouffee.

    Beginning Saturday night, March 23rd we will host the Cookoff Kickoff Dance from 9pm to midnight featuring Geno Delafose & French Rockin' Boogie.  On Sunday morning beginning at 10 AM, bands perform for the listening and dancing pleasure of our visitors until 4 PM. Winners are announced from the music stage at 3:00 PM.

    ETOUFFEE COOK-OFF RESULTS

      The 23rd. annual World's Championship Crawfish Etouffee Cook-Off has come and gone and it was a huge success this year. This year the cook-off  was again held at The Northwest Community Center Pavilion. There were close to 40 teams competing for the top trophies at the cook-off this year. The crowd was large with many visitors from throughout the United States. The samples of etouffee were ready to eat early, starting around 10:00 am. The taste of the etouffee was as varied as much as the variety of people there.

       The weather was beautiful the whole day except for about five minutes that it tried to rain. The rain left as fast as it came and left us weather we couldn't have ordered better for the event. It left us a sunny day with a slight overcast which cooled off a little. The temperature averaged in the mid 70's throughout the day.

       There were fun jumps and rock climbing for the kids and music and dancing for all. Entertainment with music was provided by Kyle Huval and The Jambalaya Cajun Band.

       This year saw several new contestants and also some that are very familiar at the Cook-Off. Some were from the Acadiana area and some were from other states. All had a good time and made another great Cook-Off.

       Trophies for the winners were awarded at 2:30 pm. The results are listed below. Music and dancing continued until 4:00 pm. Plenty of music and food was enjoyed by all that attended. All the winners are listed below.

The samples of etouffee were ready to eat early, starting around 10:00 am. The taste of the etouffee was as varied as the variety of people there.

       The weather was beautiful the whole day. Better weather couldn't have been ordered for the event. It was sunny with a slight overcast. The temperature averaged in the mid 70's throughout the day.

This year the cook-off  retuned to it's place of inception: The Northwest Community Center Pavilion. There were over 37 teams competing for the top trophies at the cook-off this year. The crowd was large with many visitors from throughout the United States. The samples of etouffee were ready to eat early, starting around 10:00 am. The taste of the etouffee was as varied as the variety of people there.

       The weather was beautiful the whole day. Better weather couldn't have been ordered for the event. It was sunny with a slight overcast. The temperature averaged in the mid 70's throughout the day. 

       This year, for the first time in the cook-off history, entrants were allowed to cook other food items due to the shortage of crawfish this year.

       Trophies for the winners were awarded at 2:30 pm. The results are listed below. Music and dancing continued until 6:00 pm. Plenty of music and food was enjoyed by all that attended. All the winners are listed below.

         This year we celebrated our 20th. anniversary of the cook-off . Many came to visit Eunice as we celebrated our 20th. year of crowning the champ chef.

        The annual World's Championship Crawfish Etouffee Cook-Off  was again eld in downtown Eunice on South 2nd. Street & Park Avenue. Eunice, Louisiana's Prairie Cajun Capital is home to the best music, food, people and fun times. Many joined us for our annual quest to crown the "Champ Chef" of Crawfish Etouffee. The etouffee was ready to be sampled by the public as early as 11:00 am. The music began at 11:15 am. The winners were announced and trophies were awarded at 2:30 pm.. Music and dancing continued until 5:30 pm.. The crowd was smaller than years past. The samples were ready to eat early. Make Plans to attend the cook-off next year.

There were over 40 teams competing for the top trophies at the cook-off this year. The crowd was large with many visitors from throughout the United States. The samples of etouffee were ready to eat early, starting around 10:00 am. The taste of the etouffee was as varied as the variety of people there.

       The weather was beautiful the whole day. Better weather couldn't have been ordered for the event. It was sunny with a slight overcast. The temperature averaged in the mid 70's with a light breeze throughout the day. 

       Music was provided throughout the day by Jo Jo Reed & The Happy Hill Playboys, Second Hand Smoke and Steve Riley & The Mamou Playboys. There was a variety of music available to please music lovers of many genres of music. The Happy Hill Playboys provided us with zydeco music, Second Hand Smoke played classic rock and Steve Riley played cajun french music.

       Trophies for the winners were awarded at 3:00 pm. A new category was added to the competition this year. The new category was the competition between area towns. The only entrants allowed to enter were area towns. The result is listed below. Music and dancing continued until 6:00 pm. Plenty of music and food was enjoyed by all that attended. All the winners are listed below.

    14th. Annual World Championship
    Crawfish Etouffee Cook off 1999'

    Eunice, Louisiana


        The 1999 14th. Annual World Championship Crawfish Etouffee Cook off was held at the Northwest Community Center Pavilion Sunday, March 28, 1999 in Eunice Louisiana. There were three categories of cook-off participants. The categories were Amateur, Professional and Club/Organization. The competition this year was stiff. Through the day, musicians performed for the listening and dancing pleasure of visitors from all around. There were visitors and competitors from all over Louisiana and other states as well. This event was free to the public.

         This year, Eunice was fortunate to have a special space shuttle exhibit. The John C. Stennis Space Center in Hancock County, Miss., NASA's lead center for rocket propulsion testing and commercial remote sensing, brought the space exhibits to Eunice. On exhibit was a 1/15th-scale model of the Space Shuttle complete with external tank and solid rocket boosters. Examples of the food the astronauts take with them into orbit were on hand, as well as the equipment they use in space. Stennis Space Center also had a team entered in the cook off contest.

         Guest were entertained by great French music groups throughout the day. There was music performed by Don Fontenot & les Amis de la Louisianne, Kenneth Thibodeaux & Cajun Dance and the last band that played for the event was Paul Daigle & Cajun Gold.

         Then, at the heart of this event was cooking, cooking and even more cooking. There were a total of 37 teams in the three categories cooking crawfish at this years event. All were viewing to earn this years "Bragging Rights" as the World Champion Crawfish Etouffee Cook. The competition was stiff and the judging was hard but our judges have come through again and we have our winners for this years competition. Below is this years list of winners.

    12th. Annual World Championship
    Crawfish Etouffee Cook off 1997

    Eunice, Louisiana


      The 12th. Annual World Championship Crawfish Etouffee Cook-Off 1997 held in Eunice, La. was a resounding success. The weather was beautiful and the competition was fierce. There was plenty of excitement at the cook off including plenty of activities throughout the day for the entire family.

        There was a moon walk and a puppet show with clowns for the kids. There was music and dancing for the adults (and some kids). Then there was food for everyone. They had booths selling 1st. and foremost- crawfish etouffee, t-shirts, caps, soda pop, beer, snow cones etc. Towards the later part of the evening, there was a booth selling bar-b-que sandwiches (after the crawfish etouffee was all gone).

        One particular competition was brand new to the crawfish cook-off. It was called the Mayor's Competition. Competitors included the present mayor and two former mayors from Eunice. They were Ken Peart, our present mayor and the two former mayors Gil Young and Curtis Joubert.

        Gil Young was the winner of the Mayor's Competition. All three men were assisted in the booth by their wives (yes booth, they were all three cooking in the same booth).

        It was a day of fun, fellowship and food in Eunice enjoyed by all who attended. All the etouffee was fantastic, so there were no losers in the competition. Everyone who cooked were winners.

    Friday, February 28, 2003 - Tuesday, March 4, 2003

    Eunice Mardi Gras draws on traditions which are centuries old. Revelers go from house to house, begging to obtain the ingredients for a gumbo. The capitaine (captain) of the "Courir de Mardi Gras" (Mardi Gras Run) first must obtain permission from the people at the house for the group to go onto their property. Once permission is given, the Mardi Gras riders may charge toward the house where they will sing, dance and beg for "cinqsou" (5 cents) until the owner offers them  ingredients for the gumbo. The owner will throw a live chicken into the air and the Mardi Gras group will give chase, running, falling, and fumbling over each other for the honor of being the one to catch their dinner.

       Friday, February 28 began the 2003 Mardi Gras celebration with a street dance performed by Danny Collet & Louisiana Tremor. A jam session was held at Ardoins on 2nd. St. where gumbo was also served.

       On Saturday there were two shows held at the Liberty Theater for the "Rendezvous des Cajuns" Cajun Music Radio Show. The Cajun Music Hall of Fame and Museum and the Eunice Depot Museum were open all day as also were museums and shops on Second St.. Saturday night, St. Thomas More Catholic Church held their annual Mardi Gras Dance.

       Sunday, The Old Time Boucherie was held on  South 2nd St. & Park Ave. Available to the public was food, refreshments, music & much, much  more. Bands played through the day. The Children's Mardi Gras Run was also held. Performances were held by The Magnolia Sisters,  Marc & Ann  Savoy Family Band and The Red Stick Ramblers at The Liberty Theater.

       On Monday, live bands played through the day in downtown Eunice. A Street Dance on 2nd. St. The St. Landry Parish Council on Aging held their annual Mardi Gras Dance for persons age 60 or older. Judges chose the most traditional and prettiest costumes, best dancing couple, Mardi Gras King and Queen.  Music was provided by by Zydeco Force. At The  Jean Lafitte Culture Center in Downtown Eunice, Dr. Barry Ancelet presented a  slide show on "Varity of  Cajun Country Mardi Gras". All the shops and museums were open throughout the day.

       On Tuesday, Mardi Gras day the Mardi Gras run participants left for the run at 8:00 a.m. They returned lead into town by truck parade down 2nd. St. at 3:00 p.m. Festivities begin downtown at 10:00 a.m. There were Music, Food, Refreshments, Arts & Crafts, Cajun & Mardi Gras souvenirs. The Jean Lafitte Culture Center in Downtown Eunice had music, traditional crafts, traditional Mardi Gras games for children provided for free. Also at 10:00 a.m. was the Children's Walking Parade from Ardoin's Store to City Hall Stage where judging took place. At 10:30 a.m. Opening Ceremonies took place on the Main Stage. The Mayor cut the first slice of "One of the World's Largest King Cakes" and slices were sold for $1.00 each. Music was provided throughout the day by, Don Fontenot & les amis de la Louisianne, Paul Daigle & Cajun Gold, J.C. Carriere & Hot Step, JoJo Reed & the Happy Hill Playboys and Ending The Eunice 2003 Mardi Gras Celebration was Steve Riley & the Mamou Playboys.

    Courir De Mardi Gras 2002

        Another record Mardi Gras for Eunice This year. This years activities began with the Mardi Gras Interpretive Program held at the Jean Lafitte National Historical Park on Saturday February 9 then the Liberty Theater Show was held later in the evening. Also during the day were Mardi Gras films & exhibits held at the Eunice Museum. There were also jam sessions held during the day in downtown Eunice. The annual Mardi Gras dance was held that night at St. Thomas More Hall.

       Sunday February 10 was the annual "Old Time Boucherie" held at the Eunice City Hall area. The Eunice Children's Mardi Gras Run was also held Sunday. There was a record number of children that participated in the run. Last count was over 600 children registered for the run. There was also a record crowd in the downtown area for the Boucherie.

       Monday February 11 held a jam session downtown with a street dance held later in the evening. At noon there was a slide show on the variety of the Cajun Mardi Gras held at the Jean Lafitte Acadian Cultural Center.

       Mardi Gras day, Tuesday February 12, 2002 was by far the best ever for Eunice. The weather was perfect (we couldn't have ordered better weather) and the turnout was by far the biggest ever. People came from all over the country and we even had many visitors from other countries. Music, food and refreshments flowed all day long. Estimates of 40,000 to 60,000 were assembled in downtown Eunice on Mardi Gras day. During the parade, all you could see were people assembled north, south, east and west. People through the day listened to the music of La Bande Feufollet, J. C. Carriere & Hot Step, Paul Daigle & Cajun Gold Steve and Riley & The Mamou Playboys. Many had a chance to try a sample of the Worlds Largest King Cake. There were some of the best cajun foods available at the festival. At 3:00 pm the Courir De Mardi Gras rode into town which began the expected parade. The unofficial count for the run was upwards of around around 2,500 participants. The crowds were well behaved as were all the Mardi Gras run participants. Everyone had a great Mardi Gras celebration. If you missed this years Courir De Mardi Gras, make plans to be with us for the 2003 Mardi Gras.

    RECIPES FROM THE CITY OF EUNICE, LOUISIANA
    for
    The Courir De Mardi Gras

    CHICKEN & SAUSAGE GUMBO
    INGREDIENTS

    1     cup      Vegetable oil
    1     cup      Flour
    1 ½ cups    Chopped Onion
    1     cup      Chopped Celery
    1     cup      Chopped Bell Peppers
    1     pound  Smoked Sausage or Andouille
                             (Cut crosswise into ½ inch slices)
    1 ½  tsp.     Salt

    ¼   tsp.      Cayenne Pepper
    3    whole   Bay Leaves (optional)
    6    cups     Water
    1    whole   Chicken (hen or rooster preferred)
     
                           (cut into bit size pieces)
    2    tsp.       Chopped Parsley
    ½   cup       Chopped Green Onions
    1    tsp.       File' Powder (optional)

       Combine the oil and flour in a large cast-iron or enameled cast-iron Dutch oven over medium heat. Stirring slowly and constantly for 20 to 25 minutes, make a dark brown roux, the color of chocolate. Add the onions, celery, and bell peppers and continue to stir for 4 to 5 minutes or until the vegetables are wilted. Add the sausage, salt, cayenne pepper, and bay leaves. Continue to stir for 3 to 4 minutes. Add the water. Stir until the roux mixture and water are well combined. Bring to a boil, then reduce heat to medium-low. Cook, uncovered, stirring occasionally, for 1 hour.   

        Season the chicken well and add to the pot. Simmer for 2 hours. Skim off any fat that rises to the surface. Remove from the heat. Stir in the parsley, green onions, and file' powder. Remove the bay leaves and serve over rice in deep bowls.

    KING CAKE
    INGREDIENTS
    Dough
    (Approximate proportions)
    Miscellaneous
    2   oz.     Fresh Compressed Yeast Or
    4   pk.    Active Dry Yeast
    4-5 cups Flour
    1   cup    Lukewarm Scalded Milk
    ¾  cup    Sugar
    1   tsp.    Salt
    5            Eggs
    1   tsp.   Vanilla Extract
    ¾  cup   Salted Butter
    1   Dried Bean Or 
    1   Tiny China Baby Doll 
                 (¾"long)
    1   cup   Sugar
    3   Small Bottles of Assorted Food Coloring
      (purple, green and yellow or more if you want)

        After mixing the dough (add in the bean or doll now, if desired) and letting it rise, shape it into an oval ring, following the description given below for the approximate dimensions*. Sprinkle the top of the cake evenly with sugar (mix sugar with the purple, green and yellow food coloring together) all over the top, with the swirl of one color slightly overlapping the next (purple, green and yellow are traditional Mardi Gras colors). Set the cake on a baking sheet and bake according to instructions in the recipe you use. The finished cake should be lightly browned wherever the dough shows through. The parts covered with colored sugar should appear slightly crust.

    *Dimensions

        Shape-an oval ring about 2-1/2" thick and about 3" high at the highest point; and the decoration, as elaborate and colorful as possible in order to make the cake look like a jeweled crown. As for the bean or doll, it can be baked into the batter or pushed into the finished cake from underneath just so long as it's done secretly, so no one knows in advance which slice will designate the monarch for the week.

    A RECORD BREAKING SUCCESS


       Estimates of 25,000 to 30,000 were assembled in downtown Eunice on Mardi Gras day alone.  No telling how many came to Eunice for all the festivities beginning a week earlier. Visitors ascended upon Eunice from all over the place, from as far away as Canada, California, and Vermont.

       The weather decided to cooperate for the days festivities. A short shower and fog Tuesday morning was as bad as it got. The rest of the days weather couldn't have been better.

       The Courir (run) has never had so many beautifully decorated horses and riders in all its history. And let's not forget all the trucks and wagons that were also decorated showing the true Mardi Gras spirit this year on Fat Tuesday.

       The unofficial number of  Mardi Gras participants was over 2,000 registered with an estimate of up to 3,000 participating in the run. Never in the history of the Eunice Mardi Gras has there ever been so many horses and riders also with an estimate of 1,500 horses and riders. 

       The Mardi Gras parade with all the participants lasted almost 2 hours. The horses, wagons, walkers and trucks just kept coming and coming. 

       Eunice's population is around 11,400 with some 15,000 within a five mile radius of the city. You could say that the "Prairie Cajun Capitol" threw a party and everyone attended.

       There was music, food, refreshments and fun all day long. What more could anyone ask for?

    Mardi Gras 1999 Biggest Ever in Eunice

         Mardi Gras is definitely growing by leaps and bounds here in Eunice. Every year the number of riders have grown by the hundreds. Anyone who has had any doubts about that statement must have been definitely astounded on Mardi Gras day. The days registrants continued to arrive until there were more than1,300 riders registered for the annual run. The final total of participants registered for the days the run was 1,380, by far the greatest amount ever in Eunice, surpassing last years total of 925. This years total was an astounding total of 325 more than last year. Runners again came from all over the United States and many many more from other countries. There were also runners from almost every part of Louisiana.

         Everyone on the run was mostly well behaved. The riders returning from the countryside were very colorful in thier traditional and not so traditional Mardi Gras costumes. They were all having a blast throwing beads and trinkets to the crowds. They were dancing in the streets and also dancing atop their horses and on wagons. Some riders were seen carrying live chickens they caught on the route as they returned from the run. Many of the participants that weren't riding horses were riding in wagons and flatbed trailers. There were Cajun bands also riding and playing music on flatbed trailers.

         While the riders were out on the run begging and collecting all the ingredients for the gumbo after the run, the crowds were gathered at downtown and park all during the day. The crowds that came for the festivities downtown grew by the thousands this year. The total number of people gathered for the day's festivities were estimated by Eunice Police Chief Gary "Goose" Fontenot to be at approximately 50,000 which is also a record-breaking number for the Eunice Mardi Gras. It was a beautiful day in Eunice (the weather couldn't have been better), perfect for everyone to be outdoors and enjoying the days events. The weather was perfect for the day's events. The sun was shining all day long with a slight overcast, which kept it from being too hot.

         There were live bands all during the day playing Cajun and Zydeco music as the people danced on the streets. We had bands like Steve Riley & The Mamou Playboys, Paul Daigle & Cajun Gold and Don Fontenot & Les Amis Cajun playing cajun music. There was also the band, Brad Randall and the Zydeco Ballers playing Zydeco music. Food was not at a shortage either as people ate many types of cajun delicacy's such as boudin, cracklin, sauce piquant, barbecue burgers, jambalaya, back-bone stew, funnel cake, deep fried Irish & sweet potatoes, sweet dough pie, fried corn, crawfish egg roles, boiled crawfish and king cake. There were games for the children and face painting. It was a day filled with all sorts of activities, food, music, and fun throughout the downtown area.

         Another event held Mardi Gras day was the creation of the Worlds Largest King Cake. This years cake beat the record made last year by four feet. The total length for this year's cake was 79 feet compared to last year's 75 feet. Eunice doesn't hold the record for the Worlds Largest King Cake anymore because last year, a delegation of people from Louisiana went to Washington and created one almost 200 feet. It would not be practical for Eunice to try to beat that record at this time so they don't foresee beating that record anytime in the near future. Eunice does not have the Worlds Largest King Cake record anymore, but does have the distinction of being the first to have the Worlds Largest King Cake record though. Although Eunice does not have the worlds record anymore, it does have and continue to hold the record for Louisiana's Largest King Cake. This year, the king cake was baked by employees of Champagnes Food Store and was displayed in the front lobby at the Eunice City Hall. Slices were again sold for one dollar a slice.

    A New Attendance Record Set For
    The Eunice Courir De Mardi Gras

         This year a new attendance record was set at the annual Eunice Courir De Mardi Gras (Mardi Gras Run) as the number of runners reached past the 900 mark for a total o 925. An official for the Eunice Mardi Gras Association said there were some hoping to see the number reach the 1000 mark. It didn't quite make it but they were more than pleased with the large turnout of runners. That makes this years run, the largest to date for the City of Eunice.

         Runners came from all over the United States and abroad. There were runners from Colorado, Texas, Florida, Arkansas, California, Missouri, Alabama, New York, Indiana, Georgia, Iowa and Montana. There were even runners that came from other countries. Some came from as far away as Canada, Denmark and even Holland. In addition to those, there were runners from just about every part of the state of Louisiana.

         An official for the Eunice Mardi Gras Association said they were basically a well behaved group. One observer said she was very impressed with the way the Mardi Gras runners would walk up to people who were watching from their homes along the route. She said they would frequently walk up to people and shake hands with them.

         As the Mardi Gras parade made it's way down Second Street you could see the runners for as far as you could see. They just kept coming and coming. It was an amazing sight to see how long the parade was. The police had to re-route the parade twice to allow room for the others that were still still to come. The parade marked the end of the Mardi Gras celebration.

         During the day as the Mardi Gras' were on the run, numerous activities were happening in the city. There were live bands during the day playing Cajun and Zydeco music. Food venders were in full operations offering cajun delicacy's such as boudin, cracklin, sauce picante, jambalaya and boiled crawfish. Another event held that day was the creation of the worlds largest King Cake (story next). All in all it was a day filled with festivities and fun for all who attended.


    A New Mark Set For The Worlds Largest King Cake

         What goes into the Worlds Largest King Cake?

         This highly confidential information was obtained from Glendale Cafeteria Manager Verna Bergeron. Technicians Dot Fruge, Joyce Thibodeaux and Gladys Darby.

         The Team King Cake from Glendale improved upon last year's record King Cake of 64 feet with a 75 feet cake this year.

         The recipe for the 1998 Eunice Mardi Gras King Cake included 30 pounds of flour, a pound of yeast, 4.5 pounds of shortening, 10 cups of sugar and approximately 12 quarts of water.

         The Eunice Mardi Gras King Cake cooked for 3 hours and then received a generous outside coating of cinnamon, colored sugar and butter at City Hall.

         The 1998 Eunice Mardi Gras King Cake weighed 220 pounds when finished and contained one cash prize of $25.00 along with various assorted prizes inside the cake.

         The Glendale cafeteria ladies have a special fund set aside to help defray the cost of making the worlds largest King Cake.

         This was their second year to tackle the Mardi Gras adventure and followers of the King Cake can expect the Eunice 1999 Mardi Gras King Cake to be bigger than ever, again.

    Eunice Record Mardi Gras Counted

         The Eunice Mardi Gras, by all accounts. was an out-standing success.

         Capitaine Nelson Goudeau and his associates counted 602 riders who made the traditional trek through the countryside to chase chickens and beg for other Items to put into the gumbo.

         The figure compares to an official total last year of 484 riders.

         "It was the largest crowd that I've every seen in Eunice for the Mardi Gras," said Police Chief Charles Manuel, "and the best behaved."

         The runners (out in the country) listened to us. They weren't obnoxious, and we had an easy time of it.

         The numbers prove that record numbers Joined the ride and crowd watchers placed the size of the crowd downtown at the height of activities at a number somewhere between 7,000 and 10,000 people.      If the flap over the kind of music to be played at the festival detracted from the crowd, it was unapparent. A good crowd gathered early to hear Jason Savoy of Mamou tickle the ivories in the style of Jerry Lee Lewis and the James Younger Band played an extra 45 minutes past their two hour concert to the cries of "more, more" from the crowd.

         Events on Saturday and Sunday also drew outstanding attendance. The boucherie was a great success and the children's Mardi Gras run was exceptionally well attended despite the cold, raw wind and threats of rain.


         Another major success was the World's Largest King Cake which turned out to be even larger than the early projections of the originators.

         The huge cake, if it had been stretched from end to end, would have measured 82.4 feet long and it was 12 inches wide. The cake was cut at 10 a.m. and every bite at $1 per slice, had been sold by 2:10 p.m.

         The cake was the production of Glendale Cafeteria Workers. Burk Veillon, husband of Eugenia "Ching" Veillon, principal of Glendale, bought the first slice paying $5 for the privilege.

         The principal reports that she was on the Mardi Gras run on Tuesday and when she returned, she found two pieces of the king cake on her table. The note with the first piece said. "First piece of world's largest king cake of ching or for posterity."

         The principal thought about that for a moment and then decided to freeze the first piece and keep It.

         Veillon said that based on the enthusiasm of the cafeteria staff at her school, she believes this will become an annual tradition. She reports that the ladies are already talking about baking another one next year, but the plan for next year's addition is to make it bigger.

         Checks in Lafayette and New Orleans have turned up nothing which approximates the size of the King Cake of Tuesday, according to Veillon. She added that Charles Seale called the Guinness Book of Records to ask them to establish a category specifically for king cake.

          "This could be the start of something." Veillon said, explaining that others may come forth with record endeavors and we could be a town holding numerous records.

    The home of the “Rendez-Vous des Cajuns” Radio Show, the Liberty Center for the Performing Arts, located at the corner of South 2nd Street and Park Avenue, is a 1924 vaudeville/movie house which was purchased by the City of Eunice and renovated through a community project. The theater is listed on the National Register of Historic Places and haslibertydrawingsmnm been included in the Great American Movie Theaters Preservation Press Guide published by the Smithsonian. During its “hey-days” of the 1920’s and 30’s, personal appearances were made at the Liberty by Fattie Arbuckle, Tex Ritter, Jimmy Clanton, the Bowery Boys and Roy Rogers. Open on Saturdays, 4 PM to 7:30 PM.
